1. "The Constitution and power of Parliaments: 2. The limitation
of the King's prerogative .... 3. the administration of public
justice .... how check the confusion produced by the speaking
of these as so many species of "private right".

If, instead of or in conjunction with apposition to private rights,
he had said rights belonging to individuals as such,
he might perhaps have preserved his pure thought from running
into this confusion. The Power of Parliaments is composed
of a cluster an aggregate a of rights much powers and rights belonging to
a certain class to who wit the highest – of public functionaries
the Kings prerogative composed of a cluster of rights and powers belonging
to one of the functionaries of whom the political body called
Parliament is composed: from such limitations as are applied
it stands narrowed by, whatsoever may be the benefit be enjoyed
by all, no right is conferred to any individual: for no
means has any individual, by any unpunishable act of
his to apply for applying to it any such limitation: what right there is,
if any, it is to the other two branches of the Parliament to in
conjunction to exercise it: namely by a virtual appeal to the
body of the people at large: to the two Houses of Parliament,
or to the Judges of one or other of the Supreme Courts, if being
applied to on behalf of any individual, they happen to find
themselves so disposed.

Be this as it may, so decided is he in his conception
that those three things which he calls rights are as well
as those of security liberty and property as above absolute
right of Englishmen's, that though he stiles them according
to him they are but "secondary" he considerable proceeds
to consider them in the next place, before he spea proceeds upon
the rights of personal security personal liberty, and private property.
