principle

Unfortunately between all these several specific ends, a competition
is continually having place. To mention a sort of
compromise among them all by application made of the
all comprehensive principle — the greatest happiness principle
will be or at least ought to be — the legislator's constant care.

Of these conflicting claims neither the settlement nor the statement
will be a proper work f nor at the opening of the course of instruction

It is for the governing, not for the government so that is to say
for the members of the community considered in the first instance
impunity not in the last

Sub-specific and in that sense subordinate to security
m is prevention of disappointment, to the security-establishing
principle the Non-disappointment principle

In Security two branches may be distinguished: the first that
the existing or say repulsive branch which has for its object the exclusion of whatsoever is regarded as
practice evil: the other the conservative branch that which has for its object the preservation
of the possession of whatsoever is regarded as practice good.
