No otherwise than as
he is informed of them
can a man enjoy the
benefits conferred or
escape from the burthens
imposed by
the law

Art. 2. No otherwise than in proportion as he is informed of them
and that in time can a man enjoy the benefit derived
from such of them as with relation to him would be beneficial,
nor escape from any needless portion of the burthen intended
to be eventually imposed on him by such as with relation
to him are burthensome in their nature

A law The information
must be given in time
to allow him to frame
his conduct accordingly.

To produce such its beneficial effect, a law must
on each individual occasion have been made rendered present to his a man's
conception time enough to take its chance for giving direction
to his conduct in relation to the measure particularized
by it.

In as much as the
information is not
given the law is
inefficient and useless

A law Every law, in so far as such information in relation
to it is forborne or neglected to be given, or if it be one of the
which has for its number of them which have for their intention the conferring on him a benefit
ineffective and useless: if it be of the number of those
which have for their intention the imposition of a burthen
in the shape of eventual punishment, it is a so much
pure evil; it is a snare, a pat-fall, a spray-gun,
a man-trap.

received in time might
as well not be given

Information which is not received in time for giving
direction to conduct, as above, might as well or better not have been
given, no be given at all: either effect prod either it has
no effect at all or a burthensome one.
