Relation had to the purpose here in question, now as
to the uses capable of being made of those same signs: of the one
sort or the other, according to circumstances.

Expressed in words audible or visible, an expression
given to the will of a superior, and communication being made of
it to the understanding of the correspondent relative inferior, on whose part
compliance, that is to say action in conformity correspondent action is expected and desired, is called a
command.
