Blackstone
True it is that From the very first we shall have occasion to speak of
the law: and the law has for its authors those persons in whom
in this particular the powers of government are lodged: it
is the result of the exercise given to those powers. But
in this place it is sufficient for all that is requisite to be borne in mind
is that there are persons in whose hands those powers are
lodged, and that what follows is among the results of the
exercise so given to them those as aforesaid.
