Preface
(3) (3 This work how far open
to objections

A Code — an all comprehensive Code (a) — is the
name that belongs to such a work to the work sort of work of which this is the description

This work is composed and by appropriate authority the form of law given to it
no doubt could now arise but as to the intended import
of this or that passage: the question would on each
occasion be what is the intention of the legislator: and supposing
the legislators like other public functionaries to regard itself as having a duty,
and to be like other functionaries employed without
in the fulfilment of such its duty questions of
this sort might be resolved almost as soon as propounded.

Meantime, in regard to what is here said of/in relation to Law as it is how numberless so ever may be the objections
and contradictions — and thence how small the
use benefit promised by any nature of desire, very
different is the case with regard to what is said in relation of
Law as it ought to be. As to In relation to this
part neither will the objections be so numerous, nor
(it is hoped believed) so well-grounded — nor, in so far as they
are relevant, will the consideration of them either on the
part of the reader or on the part of the author be useless:
the results will may in this case be if they present thems in so
far as they present themselves as well ill grounded, self defining
no so far as well grounded. self corrective.

Under all these difficulties what pr in the course of this work is said
in of relation to Law as it is, is it regarded as incapable
of being, in the way of information and guidance
incapable of being of use? assuredly not: but for the apposite
persuasion it would never have been so much as
thought of. Yes: in a considerable proportion — say in nine
cases out of ten, it may it is supposed be in to such a degree
correct as to serve as a guidance guide to conduct without detriment
to him those who make their use of it: and so far short as this is from
from being appropriate to
the being every thing that
could be wished, it may
still still be pronounced better — in no small
degree better — than
nothing.

(a) For the sole purpose of saving words, by comprising in one the
import of the above three words pannomion is a word that
has been employed. It is derived borrowed from the Greek, it which it this
same meaning
