But, for the providing against this expense, this
resource, ample as it is, is still but inferior inconsiderable
in comparison of al that which is done by Law as it ought to be
does, by reduction in the number of the occasions which
under Law as it is, men find themselves under the unhappy
necessity of purchasing this such dearbought and
assistant service. Of this reduction, two main efficient causes may
already, even here be alluded to. Law knowable: Justice
accessible: Law made knowable, that is to say by an all-comprehensive
real really existing Code, in the very words in which on
every occasion it may be referred to, instead of a fictitious
mass of purely imaginary law called Common Law, made by Judges instead of Legislatures, and of which not a
syllable in any words that can be depended upon as
constituting part and parcel of it can ever be found anywhere:
2. Justice rendered accessible to everybody – 1. by
placing a Judicatory within reach of everybody without the
discomfort and expense of sleeping away apart from home, 2. by
giving to the Code a language not less intelligible to Non
Lawyers than to Lawyers: 3. by establishing of Procedure
in a natural shape, instead of the technical shape given
to it by Law as it is – a natural shape such as every
Father and Master has the model in his own family the
model, without with or without he being aware of its being so, instead of an
almost endless and ever encreasing lengthening muzz maze, drawn out
into the length for the purpose of extracting a correspondent
quantity mass of money under the name of fees from the purses pockets
of those who have the whose unhappiness it is to be dragged
through it.
