and M.P.'s made themselves
exempt.

Punishment of a swindler
depends on his condition
in life – Be he a judge, it
is by authority and is honorable.
See Ch. – Wrongs.

It was convenient that
Defendants shd. be prehensible
– not so Witnesses.

Prehension is of consequence
as regards length
of confinement, which
depends on the sort of Judicatory,
distance from Metropolis
&c. To deal thus
with Witnesses (Noble &
Lords &c) too bad.

Per an unlearned, why not
take him before Judge at once
(instead of to jail) as in
case of a Justice? Law
as it is mute; as it aught
to be, will answer.

For security agt disturbance
from within or without,
she provides Functionaries,
and Soldiers in one
case & Judges &c in the
other. Expence of these
not a truth of that necessary
for Soldiers.

not to be grudged, if
200 were required.
