Gentle Reader – ask all this till you are tired, Law
as it is
stands mute. Ask Law as she ought to be – she
will tell you – tell you without disguise or difficulty – how the
matter stands.

For security in every shape – for security against disturbance
from every quarter – from within as well as from
without, Law as it ought to be provides functionaries, necessary instruments of all kinds – and in particular in
such number as they are wanted: for security against disturbance
from without, Officers with Soldiers under them: for security
against disturbance from within, Judges with Prehensors and
so forth under them: not forgetting nor fearing, in case of
need, which perhaps may never have place, those same
Officers with those same Soldiers. Provided in the number in the necessary quantity
– Officers and Soldiers and Suitors, with the tools of their trade, cost
money – a great d under the most frugal management a
great deal of money: under actual management, under Law as
it is some number of times as much. For the necessary
number stock of Judges with their subordinates and instruments
not a tenth part would be necessary of the expence would be which is necessary
for the necessary stock of Soldiers. Accordingly Law as it
ought to be would not grudge for every Judge Shire as
above marked out a Judge though these were to be had in England alone
hundred of them: now for every Judge, if not obtainable on
reasonable terms, two or three times as much as there would
be any real real need of.

Law as it is can not afford what is money necessary for such
purposes. For Officers and Soldiers, yes. Money in any quantity.
An Army is a thing really of use. It is a tool to make conquests
with: to make enemies into subjects out of enemies: and with those to get
their money. What is more. It is a plaything toy for the King and his Kings and their families
family to play with different from other toys and the bigger the toy thing, the prettier the play is.
Security and Justice – these are purposes for which of course if she were where she able
Law as she is, would not have much objection be content to make provision. But she wants it for higher purpose!!!
