that part in which rights and the establishment of
them constitute the prominent object is here and
else where given the appellation of the Civil Code
To the other in which wrongs constitute the more
prominent object the Penal Code

Arrangements of
Civil Code not enforcible
but by
appointment of
eventual punishment

On no other condition in no other manner
than by an appointment of eventual punishment
in the case of non compliance can any
effective force be given to the arrangement ordained
by the Civil Code, but in the Civil Code
considered as such the only reference made to
punishment is by intinuation given that in case of
contravention punishment will to the contraveners
be applied, and by this means execution and effect
given to the ordinances by which these arrangements
are endeavoured to be established.

employed in giving execution & effect to
these civil ordinances or to the power of the Judge as
being thus employed

employed in the attachment appointment of punishment to be
applied in this and that particular shape to be
applied to wrongs in so many correspondent shapes
for the purpose of securing the community against the
infliction of these same wrongs in so far as may be: To the
