§. 2. Good and evil, their progress and propagation and
progress in political society

Applied In the progress of Having place in the first instance in the breast of a single
individual a lot of good or evil if it be of a certain magnitude,
propagates itself and receives increase in virtue consequence
of the relations that have place between man and man in a
political society.

Whether it be good or evil, in In this its progress through society three states are
distinguishable. The first stage is that at which it is
in the instance of the individual in whose breast the lot of pleasure
or pain in question has its rise. The good or evil may in
this case be termed good or evil of the first order.

The next stage is that in at which it is considered as
when the in so far as the passive or sensitive faculties
in so far as it has for its real other breasts than those of the individual in which it has place in the first instance as above
but is considered as terminating in and in its influence
confined to the passive and sensitive faculties in contradistinction to of the individuals in question.
The additional good or evil may in this case be termed good or evil
of the second order.

The third and last stage is that one which it at which
it is in so far as having its seat in the breasts whether of those
same individuals or others it applies itself to and operates
in their active faculties: causing or tending to cause
them to act in so give to their action agency or conduct
some shape or direction which otherwise, i.e. but for
the good or evil of the first order as above, it would not
have taken. The further additional good or evil may in this case be termed
good or evil of the third order.

of mischievous delinquency and to punishment evil purposely produced
by government in the shape of punishment and other shapes; and to good applied in the character of matter
of reward.
