Universality

5. Universality, secresy, equality and annuality of suffrage —
the is an expression preferable to that of universal suffrage, annual
elections and vote by ballot — why.

By the advocates for Radical Reform, the phrase as
yet most commonly employed for characterising the system which
they advocate is — universal suffrage, annual parliaments, and
vote by ballot.

Compared with universality, secresy, equality and annuality
of suffrage, the following are the imperfections under
which that hitherto most commonly used expression seems to labour.

1. In the first place, of every material feature of the system,
no mention is thus made: a feature of the importance of
which no person by whom the three others are advocated fails, it
is believed, of being fully sensible. To regard it as being immaterial,
would be to regard the arrangement by which, in the
case of Old Sarum, the appointment to a seat in the House of Commons
was is given to a single individual, in the character of an Elector, and the arrangement by which
the appointment to no more than two seats is were given, as in the
case of Yorkshire to a population of probably not less than upwards of a million of individuals,
as being both of them unexceptionable.

2. In the next place, to the expression the import of
which is understood by every individual without exception viz, the
word secresy is substituted the words by ballot; an expression by to which
no very determinate idea is attached in the mind of any man;
nor, except by means of the word secresy any idea whatsoever.

3. In the third place, of the four features that are indispensably
necessary, the three which, without the fourth are thus
presented, are presented without any common bond of connection:
they are presented, by three separate forms of expression, between
rich which while between the things themselves the most
intimate connection has place, no intimation of any connection no intimation of any connection
is conveyed: while whereas by the phrase annuality universality secresy, equality and
annuality of suffrage, the connection which has place between the things
themselves, is at once
concisely, and significantly
expressed.
