§. Operative Legislative power for effective communication requires
correspondent aggregative and disaggregative.

Classification
Power of classification is or say classificative classificative power
includes
1. Power of aggregation
2. Power of disaggregation

Legislative Operative power to be consummate requires
the addition junction of correspondent classificative power to with power of or legislation considered as applied to
classes.

Without correspondent its power of classification aggregative
and disaggregative power, legislative power
considered as applied in its application to individuals is but the
initiative: to render requisite to the rendering the power consummate
is the correspondent aggregative or disaggregative.

But it is only in so far as its effects have
place in individuals that power amounts to anything
– has any influence on the condition of the persons
in question in respect of pain or pleasure.

When by his inhibitory and punitory ordinances, the Legislator can gives to an a species of act the
quality of an offence the power he thus exercises is as yet in effect
as yet but initiative, in the hands of the Judge

to the species or class of person whom the Legislator by his ordinance
