Chapter IV.
Authorities in the State.

The act only proper end of government is the greatest
happiness of the greatest number all, or in so far as any
one has place between the greatest happiness of one
and that of others, the greatest happiness of the greatest number
number is

The supreme power is that with be which all other persons are
compleatly subordinate and

Be The supreme authority in a state is that on the
will of which the exercise of all other authorities on it depends:
insomuch that, if, and in so far as, by any other authority
the will of the supreme authority is contravened, the Constitution
by which the several powers are allotted to the
several authorities, is violated, and what is done is
contrary to law.

(a) [Authorities] word authority For embracing, at the same time, the case,
in which the supreme power in the state is in the
hands of some single person, and that in which it is,
according to any scheme of division, divided among
persons more than one, a collative term is
necessary: for this purpose, the word authority is
here employed. Accordant with this locution is the French
phrase les autorités constituces: whence in English, the Constituted
authorities
.

Dependence Between one authority and another authority dependence
is effectual, in proportion as the act of the inferior the same purports exercise in of the minds of in which to the extent of his physical power
to the exactness and constancy, with which the act of the inferior follows upon correspondent with the last-formed will of the superior: with in the
the same of contrary as that same manner as the action of any individual corresponds
with the last-formed will of that same individual.

In this as well as other senses, as a synonym to the word
authority the word power is commonly employed. But
it is no small obstruction to clearness transparency is more or less disturbed, when as often as for designating
objects so distinct and different as the person possessing and the object
or subject
thing possessed, the same denomination is employed.

In Chapter I. may be seen the geographical – the physical
field of this Constitution: in the present Chapter, the logical; as marked out
by the several following divisions of it.
