(g) (h) [Ordinances] Co- with the import of the word Ordinance is that of the word arrangement as applied to legislative arrangements. An Ordinance had a Legislative arrangement for its result. Ordinances may be distinguished into directly
expressed and indirectly expressed: directly, where command
– the expression of the will of a superior addressed
to an inferior or inferiors is directly visible in the form
of the sentence immediately visible: indirectly in and does not require not requiring
for its efficiency a connection with any other sentence in the appropriate
form of command to give effect to it. By Every exercise
of a power of political location and an indirectly expressed
ordinance though in relation to applying immediately
to no more than a single individual, is exercised:
Nor can any ordinance of a general generic or specific
nature have any effect on any an individual person belonging
to any factitious class of persons without the concurrence of some
person or persons by whom in the way of loca the exercise
if when locative power in individual or individuals
have been aggregated to that class.

By every act of aggregative power where the in so
far as the aggregate has been taken for the subject matter
of an ordinance, an indirectly expressed ordinance
has in effect been issued: and that ordinance is it is manifestly
an indirectly expressed ordinance: and so by every act
of disaggregative power: locative power is one mode or species of
aggregative power: dislocative, of disaggregative.

As by in exercise of executive an aggregative power which is manifestly plainly
executive, the effect of an ordinance bearing on an individual
subject or subjects may be produced, so by an individual functionary by an exercise
of what that which will readily immediately be understood
to be an act of legislative power by an ordinance bearing
upon a species or class or aggregate of individuals individually
indeterminate – an aggregate of any extent, the whole
population of the state not excepted. Instances Examples of the thus indirectly
expressed sort of ordinance will be found continually presenting themselves
in the throughout this Code.
