§ Condition of functionaries why comparatively so unfavorable.
On the subject of Respecting the condition in which by the whole tenor of
this proposed Code functionaries of all sorts and in particular grades, but more particularly
those of the highest grade are placed a few words, here at the
outset may serve save as an otherwise perpetually recurring stock mass of
repetitions. By the indignation that which on every page will appear heaped upon
them those whose conception of what is proper in the mechanism
of government have no other source than what actually
has place in the several existing Monarchical, or Aristocratical or Monarchies
Aristocratical forms of governments can scarce fail to be in the
no common degree surprized and scandalized.
Of the course here taken on the one hand and the scandal caused
by it on the other the cause is altogether simple, In every it regards
the between the ends kept in view in the two cases
part the system of the end that had been kept in view in the two. In the one
case Here it is on every occasion it is the greatest happiness of the greatest number the greatest
happiness of the subject many those over whom the rule is exercised: in every other
instance it has been the greatest happiness of the subject many ruling
few – of those by whom rule is exercised – by whom the several
arrangements have been devised and by their irresistible power
carried into effect.

condition of men in the situation in question will be easily .

one in the list of the objects of general desire.
