1823. May 8
Constitut. Code III. Reason giving

On the other hand, high notwithstanding the height of their this
situation on the scale of power, neither does difficulty in
any shape nor danger in any shape attach upon the
application of either of the two bridles in question; namely
dislocation and punishment. Divested of their brief authority
divested by that means and at the same time of all sinister
influence, a member that is to say he who had once been a member of the Supreme legislative body, on
the side of which all lives and all fortunes were while
life its was in it dependent, would be just as easily
tried convicted and punished as any the meanest citizen.

Yes, if by the Constitution the functionary were undislocable:
unpunishable – yes if he were ver undislocable: in either
case, the difficulty of the operation would be extreme, and the danger in of the attempt
every the danger in every shape, proportionable: that is this is as much
as much as to say in a Monarchy: in every sort of Monarchy.
Applied to that form of government, nothing can be
more true: and for this reason as for so many others, not
a spot is left anywhere for Hope to stand on. Sleep on Let quiet,
you have pillage and oppression for your pillow: pillage so long as there
remains anything to take, oppression so long as there remains
anybody to oppress, seek attempt relief, in the only way in which relief,
civil war with all its horrors, civil war whatsoever
may be the ultimate, is the one among the first what the attempt has for
its immediate attempt result.

No wonder of having with so much reason for seeing difficulty
and danger as attached to the operation of applying punishment,
or what is the same thing dislocation to rulers in every form mode of
government they he ever seen or read of, a man, who has never bother to by whom the case of the
Anglo-American United States, has remained unheeded, should suppose take for granted that
the like difficulty and
danger is inherent in
the very essence of all
government itself.
