Constitut. Code
In a Monarchy such is the grasp which the sole possessor
has of the supreme power, that to tear it from him would be to
tear out his vitals.
And as in Monarchy so is it in Aristocracy.
In Democracy there being no one who has any such
grasp, to part with it is as easy casts no more pain as to part with a coat
or a pair of stockings.
In a democracy to no one man is power worth a hundredth
part or a thousandth part of what it is in a Monarchy or an Aristocracy.
