Question. Why vest in the people the choice of their own rulers?

Setting aside the case of mental imbecillity through
non-age or morbid derangement, the happiness of an individual
is likely to be better provided for by on each occasion having the
choice of the means to that same individual than
by giving it to any other.

Be the community what it may, If this be the true case with every individual in it taken
separately, so not less will it be in the case of all individuals
in it taken collectively.

If there be any other as to the placing the choice
of the means of happiness there be any other ends likely by which
to produce more happiness than is likely to be produced
than by the above, it lies upon him by whom the existence
of such better preference mode is asserted to produce it, and give
proof of its being so superiority.

A man is What A case that frequently happens is –
that in relation to this or that means of happiness course
of action is affairs the conduct regarded by him as a means of contributing
to his happiness, he is being by some circumstance consideration or other
turned aside debarred from taking it himself pursuit of it in his own person, and he is led engaged to
call in the assistance of some other individual to take it
for him, directing such course to the same specific end as that
to which he himself would have directed it: in this case
the individual so called in is with reference to him by
whom he is called in, termed an Agent or Trustee: and
as being trusted with the execution of the plan of action n
question as Trustee.
