There are some affairs Of the affairs different sorts
of affairs in which every man has an interest, that is to
say on the conduct of which his happiness depends, there
are some which with the above exceptions every man is
in a condition in respect of physical form utility able to conduct in his own person: there are
other sorts of affairs which with very few if any exceptions no
man is in a condition to conduct in his own person. Of
the number of those are those which belong to government
those by the conduct to use the common phrase of which government is said to be
exercised. For the conduct of these, every man, with but a
very few exceptions finds himself under the obligation of having
recourse to an Agent – a Trustee. It may be even
be said with no exceptions: for as all there never has
existed nor ever can exist that community in which
the functions of government can all of them be at all
time exercised by one and the same individual, thus it is
of the several individuals employed in the exercise of
the several different functions of government, every each one
has for it his Agents all the rest.

In the regard to the functions of government that
which every individual not excluded by some particular casual cause
of exclusion has the physical capacity faculty of doing is the contributing
by declaration made of his own desire and will
to the choice of the person or persons by whom, reckoning
their desire for one, all any or all the other functions of government
shall be exercised. For By the services for which each
man should have to himself the choice of the Agent or Agents
by whom such affairs as belong appertain exclusively to himself shall be conducted,
each man should in regard to such affairs as belong
to all men in common and which all having thrown in equal interest all men have an equal
interest have a share
and that an equal
share in the choice of
the Agent or Agents
by which this class of the
affairs of the community
shall be conducted.
