But to all eyes so sufficiently manifest is this interest
that In a word, in this class, of each individual it will be the
desire that all in the possession of all the by all the rest all those external instruments of felicity
the quantity in possession of all the rest be at its maximum,
namely since it for no other reason than that it is only in so
far as they are can he be in possession of those same instruments
can he himself be.

True it is that only in so far as their real interests
are by themselves understood to be such, will mens desires
and endeavours be in uniformity to their interests: and
a state of society may have place, and perhaps has
place in which the eyes of the greater number are to such a degree
stood against their real interests and open to interests opposite
to their real interests, that their desires and endeavours
may be operate in a direction contrary to that pointed out
by their real interests. But such blindness and delusion can
not have place but in proportion as the liberty of the press
and public discussion is destroyed: and in under the here proposed
Constitution its force instead so far from being destroyed
would be maximized.
