In regard to intellectual power, the only case in which with
reference to the purpose here in question the existence of it in the breast
of any member of the community can be of use is that in which
the direction, taken by the exercise of it, will be conducive to the only
end in view the maximization of the happiness of the greatest
number. But the only case in which in the nature of the
case it can be made to take that salutary direction is the
case, in which the at determination of the hands by which it
shall be exercised is in the hands of that same greatest number
of that same description of persons. If then in the hands of
those same hands
the quantity of intellectual power existing in
the breast of those same persons be but sufficient to direct their
choice to a set of objects in whose hands breasts in company conjunction
with an that adequate stock of appropriate moral aptitude an adequate stock
of appropriate moral intellectual and active aptitude shall have place, this is all
that is wanted: and as to any quantity of intellectual power
the exercise of which is not directed to this same end, it
may without material loss be spared dispensed with.

But Now, by experience no not less than by reason, that is
to say by the observation of this conduct of men in the particular
situation in question no less than by the observation of the conduct
in all situations taken in the aggregate, it is a point sufficiently
established that setting aside the influence effect of particular causes
of delusion and in a sinister direction there
exists on the part of men in general a stock of appropriate
intell
intellectual power in the shape of relative appropriate
intellectual aptitude sufficient for the this purpose here in question:
sufficient to direct their choice to an individual by
whom, in the character of agents for the people in their character
of possessors of the constitutive authority, appropriate aptitude
in all its several branches has been and will be possessed.
