Note to "Constitutive why established": it to "Security why
given against irresistible adversaries".

Take Notice that under Monarchy and Aristocracy no such security
is so much as professed to be established. Reasons for their establishment.
Reasons, if any: 1. Worthlessness of the aggregate of the many – absolute
or in comparison of the ruling one or few. 2. Inclusive Appropriate aptitude
of ruling one or few. Note hereupon that for this assumption there
was originally better ground than , that it is the of is compleatly charactised
by the example of the S., and the extent the inaptitude of the
ruling one and few never can decrease, the aptitude of
the many is continually encreasing, and will be so till universal
and consummate.
