Constitut. Code
II. Need as to the hands in which by the institution of a Supreme
Constitutive authority in the hands of the many the power in question
is saved from being placed.
These are
1. Those of a Monarch seated otherwise than by location
by other hands.
2. Those of an Aristocracy seated otherwise than by location
by other hands.
These two authorities in virtues of their essential character, as
above agree in this.
1. Not being located by other hands, neither are they dislocable
by other hands
2. Thus, possession actuated in common with all mankind
actuated by the self-preferring principle of self preference, they pursue their
particular and thence sinister interest at the expence and by the
proportionable sacrifice of the interest of the subject many
without any restraint capable of setting limits to the suffering
and evil in all other shapes which they are incessantly
occupied in producing in the course of what they do for the
enjoyment, maintenance and extension of their own power
opulence and factitious dignity love of undue ease, and thirst for
vengeance.
Not being The succession not being determined by choice
it can not be determined but by, mere chance, or by ones efficient
cause of designation superadded to Chance.
This efficient cause is in the instance of each succeeding
functionary relationship to the last preceding one.
The transition is in this case facilitated by a sort
of in power as between the last occupant and
the successor. The successor designated and an expectancy
is in habits of convivials in with the occupant for the time being,
a share in his habitual
occupation, feelings, interests
desires, and means of
gratifying them: in a
word in being placed
in the same circumstance.
