1823. May 24
Constitut. Code

On each occasion, the conduct of the individual in question
is the compound joint result of nature and education: understand
those In a few as depends on nature in the case by nature
those qualities attributes character belonging to him which in the instance of each individual human
being are the result of his own peculiar organization, physical
and mental taken together. Understand by education those
which are the result of the circumstance See head: Circumstances influencing sensibility, in which, in respect to
power, may factitious dignity, habitual desires, habitual means
of habitually employed in gratifying their associates of all classes, his political situation
places him. W In all this what belongs to nature,
is the result of Chance: that is to say, in this one or other
cases, to essential causes the operation of which is beyond the
secretary of the
has out of that field of observation which lies
open to the human senses.

At first blush it would be apt to appear unwise
would the proposition be apt to appear which should propose
that the successor of the Monarch for the time being should be
determined by mere pure Chance: by Chance without any determinate
political situation by which the range field of its domain
would be limited: for Take for example the mode of chance
that in this case would be prescribed by the principle of equality:
a lottery in which the course is shall be the prize, and in
which every member of the community has a ticket.

But in comparison of that compound of Chance and
Education which he by causes everywhere the same
lies determined the order of succession in a Monarchy, absorbed prize
Chance operating acting through the medium of a lottery so far
from a comparatively university chosen efficient cause would be
one eminently and incontestably beneficial and wise one.
