Of their his being in a state of enmity with all his objects the greatest
number of the other members of the community – to himself and all
who join with him in the fruits of depredation and oppression – that
is to say in the emolument attended to government, you have from
every Monarch and from all his inducements, the
evidence of the most conclusive kind – confessorial evidence.
In the shape of direct evidence, no Now have it in the shape of
circumstantial evidence: namely of that evidence which is afforded
by the whole tenor of his conduct. In the shape of direct evidence,

The practices line of conduct by which the circumstantial evidence in question

In this view there the nature of the case affords them different
courses which in different governments, separately or collectively
are pursued employed according as the state of government and society in
the country in question at admit of their being pursued renders it practicable. 0
