Vainly would they please the passion of the people
Passions are no The greater the power, opulence &c
the stronger the passions excited by it. All the people strive for is simple security against their natural enemies.
By rulers that is to say in those times

That the preserving the minds of the other members subject many from pernicious
error is not any part of the object of the above system of policy
in any one of its branches is proved from this – that in no other part
of the field of art and science is any such policy pursued. In the
most shameless breach in breach the most insensible to shame,
the fear of hatred and contempt on the part of all cultivated
minds suffices to prevent the employment of any such means.
No one at this time of day so shameless audacious as to pretend nor any so besotted as to believe
that by pursuing this same course in the field of chemistry knowledge in
chemistry, useful matter by the pursuing of it in the field of mechanics knowledge in mechanics
by pursuing it in the field of medicine, knowledge in medicine
would be improved.

No man so audacious as to pretend to believe that on a
question in which as between individual and individual
justice would be presented rectitude of right decision would be probabilized
by the determination to exclude keep excluding all or any relevant evidence and in argument from
either side, while every leaving the judicatory at the same time open to everything
of that sort on the other side. No, where the question decision is of
comparatively trivial import no one so audacious as to pretend
that by taking this any such course he would be acting in furtherance
