Constitut. Code
By the keeping out of those same hand location of the locative and the dislocative power with relation
to any office, that of member of the legislative excepted, in
those same hands, all danger of abuse is obviated.
Unless accompanied and followed by the exercise of the
power of location with relation to the office in question, by
no sinister interest could any party-leader have in
bringing about an exercise of the dislocative power with
relation to that same office. By th dislocating another individual
where could be his profit in any shape, not
having the possibility of putting either himself or any
confederate or dependant of his in his place?
Simple as it is the power thus given to the Supreme
Constitutive the power of thus dislocating all its Agents
without exception is nothing more than what a private
life in relation to the affairs of each particular individual
is given to that same individual, in this later case and so free
from all objection is this power, that not to give it
would be regarded as the grossest absurdity one of the
grossest of all absurdities.
Should it be said, that in the instance case of this vast
aggregate the exercise of the power is liable to be have caprice
or passion or thoughtlessness for its cause,
reason on all those several grounds might be given for
the refusing it to each individual with relation to his own
particular affairs. For in the case of the vast body, what a how great is this mass of public discussion – consequently what
are intensity and continuity of attention that would be necessary
to produce the production of the effect in question: while in the
case of the individual it may be the result work of a few simple thoughtless moment moment.
