1823. May 31
Constitut. Code

In Vain would it be to say, in this state of things
the wisest and most virtuous and wisest men might be
turned out by a mob: a mob, the eviction, not violence and
disorder, their means of operation and mode of working. Signing a petition
is not the work of a mob: is not the work of violence: as
little is the silent and secret delivery of a vote.
