In every political state in which there exists a body legislature
representative of the people with an Executive power authority
in other hands there in the Representative body of course are two parties: one in possession
by among whom the members of which the sweets of office government
are : composed of persons by whom the sweets
of office are either possessed, or expected to be received by the
hands of those others from by favour of those by whom they are possessed:
another composed of those, by whom no expectation hope
of for favour in that shape at the hands of he possessors
is entertained, and those whose constant endeavours whole course public life is
it is accordingly directed to occupied in the endeavour to cause
them gain possession of the aggregate mass of benefit
in an aggregate body, and to that end in dis putting
out of possession the actual possessors: for shortness call the those are the Outs

The Outs are not less in an unquestionable effectual state of dependence than
the Inns Ins: nor in this their case is the dependence
less corruptive than in the other. True it is that In the state of the dependence
there is indeed some difference in the two cases.
In the case of the Ins, the individuals on whom the dependence
is, are more determinate: in the case of the Outs, less determinate:
in the case of the Ins the expectation is more stronger
the looked for prosperous event being nearer and more probable, determinate and nearer: in the case of the Outs the
expectation is less determinate strong, the looked for prosperous
event being much less near and probable. Still however neither
in the nature of the dependence, nor except in regard to strength degree of corruptive efficiency in its effects
is there any difference in the two cases any difference.
