In both situations the temptation to yield to and be
determined by the sinister impulse influence applies to every individual
member: nor in the instance of any one
such individual scarce ison any occasion can there be any adequately
conclusive reason for believing on any adequate grounds
can the probability of his resisting it and not being
determined by it be asserted.

At the same time it is on both sides in on all public occasions a universal practice
of every individual not only to deny the actual prevalence of the corruptive influence in
question on each particular occasion but the possibility
of its prevalence on any occasion in his instance.

The language by in which this prevalence is expressed In denying the existence of this prevalence
the language sort of phrase commonly employed is that by which
purity of motives is professed: any on this occasion
as on every other my motives are of he purest kind.

This Assertion to this effect would not so constantly
and almost universally be made, if to a certain degree
they did not obtain credence: if by a certain number
of persons in a certain number they were not believed.

But the more attentively the matter is considered
the stronger the reason ground will be for the persuasion that in
no instance in which it is ever made is it true, in the instance
of no person by whom it ever has been made has it been
in the instance of no person by whom it ever will be made
can there be any adequate reason for regarding it as true
or in any degree sufficient to form a ground for correspondent
conduct on the part of him who is called upon to act in consequence
of it, probable.
