23. So, in the case of an Aristocracy.
24. In respect of the aggregate of appropriate aptitude, the
people and their agents, will by the effect of and in proportion to time and experience
be continually on the increase: for by in respect of their appropriate moral aptitude
they is always at a maximum in a state community of perfection: and by the time and experience
aptitude intellectual and active will in the nature of man, unless except so far
as repressed by misrule, be in all men kept at all times in a state of increase.
25. In respect of the aggregate of appropriate aptitude, the
Monarch and his Agents will by the effect of, and in proportion to
time and experience be either at a , or continually on the decrease: for in him
the ex relative inaptitude opposite to appropriate moral aptitude is always
consummate: and in his case in respect of appr intellectual aptitude
any encrease takes place it will by the inaptitude opposite
to appropriate moral aptitude be employed in the endeavour to
give increase to his own happiness, to and by the elimination of that of
the people, as above.
