§. 1. [Constitutive in the people, why]

So far are those positions from being true, that upon the bare
mention of them the correspondent and opposite position will
be seen to be true. As for example

1. A Monarch, ruling as such over the people of this state
will have a stronger desire to see himself in his own person
possessed of the maximum of happiness than to see the greatest
number of the those same people in possession of it.

2. Moreover to such a degree will this his desire be
stronger, that for the procurement of any the smallest addition
to his own happiness he will on every occasion possess be actuated by the desire
and in the augment his own individual happiness at the expence, and by the endeavour to sacrifice any portion how large
so ever of that same greate greatest number's greatest happiness.

3. With reference to the end in question he will accordingly therefore
be in a state of inaptitude which is the direct opposite of to the branch
in question over the moral, of appropriate aptitude.

4. Whatsoever be the degrees of appropriate, knowledge,
judgment and active aptitude he is it happens to him to be in possession
of, they will accordingly be all of them applied to the giving effect to
that same the sinister desire above mentioned: namely to that
of seeing his own individual continually augmented at
the expence and by the sacrifice of the greatest numbers
great greatest happiness: to the production of some degree
unhappiness on their part in every shape and every degree
in which it the production of such unhappiness shall appear to him conducive to the augmentation
of his own happiness.
