As to the instruments of misrule – the instruments
by which the process of misrule is carried on they may
be distinguished in the first place into the corporeal and the incorporeal. The
corporeal are the several persons whom in the
exercise of the rule misrule – in the manufacture of human misery upon a national scale,
in the commission of misdeeds upon a national scale, he the Monarch
has for his underwriters and accomplices.

The incorporeal instruments of misrule
may be distinguished into the immediate and the unimmediate,
or say the subservient. The

By The immediate incorporeal instruments of misrule
understand are extortion and oppression at large.

By extortion understand oppression considered in
so far as it is immediately occupied in the extraction of
the matter of wealth in all its its several shapes by means of his
power from out of the hands of those whose labour by whom in their current shape it has been produced
or from the hands into which it by natural succession
is expression given a few with it have been made to pass
from those by whose labour it has been produced.

By oppression at large understand oppression considered
as exercised in any other shape to any other purpose than that of extortion.

By extortion, the matter of wealth is extracted
by the supreme function: by oppression are obtained or
exercised, power to wit all that which has place over and above that which is necessary
to the production of greatest number's greatest happiness,
factitious dignity, ease at the expence of official duty,
and vengeance at the expence of justice.

Extortion is depredation committed by an irresistible hand –
by the Monarch – the supreme functionary or any subordinate functionaries
to whom the protection of the supreme functionary as to the matter in question
is extended.
