By the unimmediate or subservient instruments
of misrule understand these five, namely 1. Force; 2. intimidation;
3. useful uncorruptive remuneration; 4. corruptive remuneration
and 5. delusion. By force, understand physical force. Force and intimidation and useful
remuneration are essential to all rule: in common therefore
to misrule and good rule, corruptive remunerative, and
delusion are peculiar to misrule.
