§. 1. [Constitutive in the people, why]
☞ Sensible, better not attempt this comparative and exhaustive
view in the appropriate language, but proceed on the former plan.
In regard to By way of all those modifications in respect of
number of the shares and the mode of continuing the succession
of them, in respect of moral aptitude influence on
the quantity of happiness produced, and the degree of appropriate
moral aptitude as in the moral branch of it for the
production of happiness by means of the goodness of the
rule the following are the only material differences
that can result
1. In respect of the happiness derived from the misrule
by the comparatively few by whom the sweets of it are shared
the greater the number among whom it is those sweets are
shared the greater will be the quantity of happiness produced
in the breasts of those same ruling few, to set off against
the loss of happiness on the part of all those who without
having any share in the benefits of the rule misrule bear all the
burthen of it produced by the exercise of it.
2. Again, the more exercise greater the comparative number were of
the sharers in the aristocracy the nearer would it come to
that number by which in the government would be constituted
a democracy: and besides the nearer to that comparative
number in the case of which the by means of the sympathy
as between individual and individual by means of which the interest
of the many might come to be adopted by some of the few
the opposition of interests might be softened down and the
sinister effects of the ascendency possessed by the ruling few
rendered less constant.
