☞ Quere the need and use of this introduction
As to intellectual aptitude If it be admitted that on the part of the people, individually
and separately taken it in the case where an Agent is
to be theirs for the management of this or that portion of
the affairs of each, there will be no want deficiency absolute or comparative of appropriate
aptitude in this shape, in so much as that the aptitude
of the choice made would not be likely to be encreased by giving the lodging
in any other power of making the choice it in any other hands it will appear
that relation in the case of a reference to the choice to be made by all each for the
affairs common to him with all the deficiency so far from
being greater is not likely to be so great.
