§. 1. [Constitutive in the people, why]

What is above being considered, if there be any person
by whom it can be seriously but believed contended that for the locating
the choice of Agents by whom the business of government shall
be conducted it is more reason the hand of the Monarch is
fitter than that of the people it must be one or other of
grounds.

1. That the happiness of unhappiness on the part of the
people has on this occasion no title to regard: for that the question receives
an unanswerable decision by the observation that the title of
the Monarch to make such choice is the only legitimate one
the title of the Monarch provided that the reins to which
he belongs has for a certain length of time been in in possession
of the throne.

2. That happiness and unhappiness may be admitted
to him a title to regard. But that such on the one hand
is the excellence of the Monarch such the depravity on the
part of the people, that no quantity of happiness on their
part however ought to be weighed in the balance against any quantity
on his part, however so small.

3. That the happiness and unhappiness of such
one of the people is indic has indeed a title to regard –
title perhaps to in great regard as the happiness and unhappiness
of the Monarch himself. But that on their part so consummate
is the point of appropriate intellectual aptitude
on his part so consummate the abundance of it, and
at the same time so intimate the connection between their
happiness and his, that by leaving the choice altogether exclusively
to him, more effectual provision will be made for their
happiness than if the choice of their Agents for this part of
their business were altogether in themselves.
