§. 1. [Constitutive in the people, why]
There is a community of interests between every animal
of prey in the one part, and the animals preyed upon on the other, a certain community
of interests has place. It is the interest of the wolf
that the sheep should be fat and abundant, and that pastures
to render them so should abound at all times be abundant. It is the
interest of invading armies the commander of an invading army that not only subsistence but abundance
should have place in the greatest possible quantity wherever
they made their inroads. It is the interest of the pirate all pirates
that wealth should abound be abundant, in all seas, and on all coasts to
which their piracies are to be directed. It is the interest of all the
highwaymen not only that travellers should be unnervous but that their
purses should be well filled lined. It is the interest of the Slave-holder
that his slaves should be as vigorous as well they are as numerous. But of the proportion of the plantation
suffers is doomed destined to suffering
they will be the first to feel
it: if to prosperity, he
will not be the last, for
no share at all will he
ever have of it.
Exactly of the same sort is the interest which the Monarch has
in common with their his subjects whose destiny has placed them under his
yoke.
