Constitut. Code
Of this standing offensive army, with the exception of the small portion
necessary and sufficient for a basis to the defensive army
composed of the whole part of the population
not no part any other destination is of any real real use to the people. The use of it
is to the Monarch – to him and his partners and instruments
alone: the use of it is – not against any foreign and otherwise invading enemy,
but against the people. Small indeed must be that
democratical state destitute in an improbable degree of all support
from others, of which the whole population of it being armed
and trained could not defend itself with effect from all aggression from without.
