Ch. 1

Ruling principles of the Constitution here proposed
§.2. end or ends

(a) (Maximization) Rendering the quantity of it as great
as possible, namely the producing the greatest possible quantity of happiness
in the breasts of all the several individuals of whom
the political community in question is composed, in so
far as between the greatest happiness of one and the greatest
happiness of another, no compatibility has place,
in so far as it has place, to the extent of such incompatibility,
the greatest happiness of the greatest number.

(b) (Natural felicity) i-e. the felicity of the members individuals belonging of
the political state or community in question. As to what the different persons are
to be as members of this who in different occasions to different purposes are to be considered
as belong to this State see Ch. §. Art.

(c) (Minimization) Rendering the quantity of it as small
as possible consistently with the attainment of the above-mentioned
direct end.

(d) (Expence) As the impost word
expence see below §. Art.

Between working by intimidation as above explained, and corruption
with punishment for its instrument, i.e. by remission of punishment
the difference is this: In the case of intimidation, the suffer eventual impending
suffering and the eventual remission of it are held up to view brought into contingencies contingent existence
at the same time: in the case of corruption by remission of
punishment, the pu individual temptee to whom the corruptive influence
is applied, is by a pre-existing an anterior act of power already subjected
or made subjectible to punishment; for the application of that
influence no more than that one act is performed exercised by the corrupter
at the time when the application is made of the corruptive
influence.

Hence and thus it is that, in so far as susceptible of remission
the whole aggregate stock of punishment forms part and parcel of the corruption fund: the fund of corruptive influence
