In the case of an absolute Monarchy as Corrupter and Corruptee
may be said to be one. T In his own hands the Monarch has
all the several the whole stock of instruments of felicity which the country affords.
In his own disposal he keeps as much as can be kept for his
own use thus giving to himself an a sinister interest at the expence
of the universal interest, and for the promoting benefiting advancement of that same sinister
interest sacrificing the interest and happiness of subjects to the
utmost extent which appears possible. But with his own hands
alone, without instruments and those instruments in abundance nothing next to nothing
in pursuit of that object can he do: he accordingly provides
what to him appears the competent number and by reward: the conjunct powers of
reward and punishment places them in situations in which
they are all of them habitually exposed to the influence of the
matter of corruption and all of them governed by it
joining with him on every occasion with the master of destiny
in the sinister sacrifice.
