(1) Question [eventually to dislocate all functionaries without exception]
Question 1. Why be the in this instance give to the dislocators
power an extent thus all comprehensive.

Answer. Reasons,

1. Because no less extent less than this would suffice, for to prevent
the transformation of a Constitution from being gradually
changed from one in which has for its object the greatest happiness
of the greatest number into one a Constitution of that sort which has for its object
the greatest happiness of the ruling few, and thence into a
Constitution of that sort which has for its happiness ob object
the greatest happiness of the ruling one.

But for Unless this power be instituted a transformation of this
sort, sooner or later is matter of certainty: and even supposing
it instituted, the efficacy of it is not so compleat, as to do
the need of adding to this security whatsoever others the nature
of the case affords. For these supplemental securities see part.

The sinister force against the effect of which this power
is a necessary preservative is that of corruption: political or say anticonstitutional corruption.

Anticonstitutional corruption is that which has place, in
so far as by means the operation of a benefit to himself received or expected
a functionary is made who as such is an Agent and Trustee
for the people at large is made to violate such his trust.

Unless this power be instituted, in a number amply sufficient for producing
the sinister effect, the deputies of the people invested as such
with the supreme legislative operative power, will sooner or later be seen
in a number sufficient for producing the sinister effect, be seen to violate such their trust: and that in such sort and degree as to
commence and continue give commencement and continuance to
a an all comprehensive system of extortion, dissipation and oppression at large, until by the continually
augmenting sacrifice of the universal interest to that of the ruling few
in respect of money and power, the Constitution is made to undergo one or other
those of the above two changes.
