Ch. Of the Supreme legislative authority.
§. 1. The functions.

Article 1. The legislative authority is in every sense omnicompetent.

Art. 2. It is so at all the present time: that is to say at
the time the first moment at which this Constitution began to receive occasion the
exercises binding its binding force. It is omnicompetent
as against all contemporary authorities.

Article 2. It is so at all future time: that is
to say whatsoever power the majority of the members of legislative body has at the
commencement of this Constitution, the same power the majority
of the of the legislative body at all future
time are acknowledged to have

Article 3. In this sense it is so to this effect. Whatsoever
powers functions are hereby assigned to the Executive
Chief Administration and Judicial authorities
respectively those same functions are upon occasion in case of necessity declared
to be exercisible by the Supreme legislative body: exercisible
to the purpose of securing execution and
effect to all arrangements made by the Supreme legislative.
In this sense all succeeding authorities legislatures are omnicompetent
as against all preceding legislatures

Article 4. The Supreme legislative authority is
omnicompetent at all times: that is to say whatsoever
power the members majority aggregate of the members of composing the
first legislative body instituted by this Constitutional Code
are at their entrance into office possessed of, the aggregate
of the members of composing every succeeding
legislative body are acknowledged to be possessed of.

In this sense the legislative body of all succeeding
legislatures are omnicompetent as against all preceding
legislatures.
