The mode in which the extortion and oppression will be such
to encrease is this.

As to the dissipation, so far as it has place, it will the not being attended
with profit to the author, it will be the work of negligence or incapacity rather than design: of negative
rather than positive agency. Not being the work of
design, attended with profit to the author, the quantity amount of
it is not likely to be near so great as to approach in magnitude to that which is the
work of the design. On the present occasion it may therefore
be dismissed without further consideration.

As to the extortion and the oppression the mode
which it is made to encrease, is this.

The legislative power is in one set of hands: the
administrative in another. To the Legislative it belongs to
for the various other functions by the exercise of which the business of gov distribute the aggregate functions composing the business of the rest of government
into so m a certain number of departments, to determine fix
the functions to be exercised in those several departments
to determine the efficient Office or say the official situations belonging
to the several departments, and the functions to be performed,
that is to any the services to be rendered to the commonwealth

To compel exact the performance of those services at the hands of persons
unwilling would in general neither be consistent with equality
in respect of burthens as between individual and individual, nor with policy
in respect of the appropriate aptitude on the part of the f individuals

office in question at the hands of apt individuals it will therefore everywhere
to an extent more or less considerable necessary to attach
in addition to the power attached to it, a quantity of the matter of good pecuniary emolument of the pecuniary
kind, composed of the matter of wealth to an amount
