Of the evil to which the community is exposed in
the hands of those different classes of enemies, the magnitude
is in the joint ratio of the number of individuals
exposed
the magnitude enormity of the evil suffering to which they are
respectively exposed, and the duration of the exposure,
and the number of those who are so exposed.

Minute, in the proportion here seen is the evil, to
which the community is stands lies exposed at the hands of its rulers
whom be the evil it at their hands was so great it habitually lauds with praise
in comparison with that to which it stands exposed at the hands
of the most criminals it is in the habit of suffering to which it stands exposed at the
hands of those whom it stiles criminals: at the hands of
all of them put together: those whose crimes are of the
most atrocious kind not excepted. Yet is this boundless
evil commonly overlooked and whatsoever be the magnitude quantity
of it produced its authors habitually covered with praise
with praise in all imaginable forms: while every term expression
of reproach and horror is lavished upon the authors
of that mass of mischief which is comparatively so minute.

Small Inferior even is the mischief which the community
has to apprehend even from foreign and declared enemies in
comparison with that which it has to apprehend not
to say is in the habit of experiencing at the hands of
those understand not that its professed protectors: but though undeclares its not the less implacable as well as irresistible notional
enemies: its alledged professed . For as to foreign
enemies, they either after obtaining the object of their
hostility, either they withdraw and leave the community unmolested,
or else take and keep possession of the territory of the community and
then become, instead of the former ones its rulers and
as such its irresistible enemies.
