Lest government the indispensable efficient causes
of security should for want of clear conciseness be regarded
as incompatible with any a few precautionary explanations may be of use. Without matters proposal service in
some cases, without substraction of property in all cases
no government can not any where be carried on, nor
consequently the security for which it is looked to afforded.
But whatsoever in whatsoever proportion the this their subject
matter of security be taken away, so long as it is that which is taken away no
more than what for the preservation of which remains
is necessary should be taken away. security is not lessened but increased weakened and
lessened but strengthened and augmented. By defalcation
security is not lessened nor it unless it be under such circumstances
that by the stroke by which a part of the
subject matter is severed and taken away, as of even a stitch is
given to the remainder. in a word By a good government,
as above defined, howsoever largely the subject matter
of is to tramped upon, security itself is never shaken.
But by under any other form of government, never can the subject matter of it can never be
tramped upon but the security for its remainder is at
the the same time that shaken. For with the very essence
of such a government perfect security is incompatible
and by every operation by which the subject matter is
tramped upon, can affor a nearer approach is made
to the consummation of the harsh sacrifice, at the end
of which all security is destroyed or minimized. In those countries

properly he can call his own: or where would any proper
security which the sovereign could give purchase a meal's meat
