For argument sake suppose the For obtaining functionaries constituted disposed on every occasion
to give execution and effect to the will declared by the legislature,
this is obviously the most promising of all courses that can be
taken. For argument sake however, suppose such mode the
action of excluding corruption some other mode be employed:
say the taking on men by lot no matter from what class.
What Suppose, what has little on howsoever steady ground suppose
at the commencement of the Constitution this the best of all course, that can be possibility be taken: still
for continuing the line of functionaries the untimely obviously
most proper course must be taken: the choice of his subordinates on
will and must be left to the superior whose capacity of causing to be
aptly executed performed the operation trusted to him is by the nature of
the case rendered dependent on their aptitude. To the will of the
majority of the members of the legislative this Chief of the Administration
department remains of necessity subject in respect of many
of this comforts interests: to them if explained it is competent to make defalcation
to any amount from the value of his patronage, and thereby
of his situation: to them it is competent, to any amount to make
addition to it: to them it is and must be competent, or there
can be no adequate security for the due discharge of his most
all comprehensive and all-important function: to remove dismiss him
from his that individual situation, and place another person in it fill it with another. In this case
gratitude by the supposition out of the question. But policy and
that of the most obvious kind the simplest and most is at hand with his dictates: and
in this second latter case his dictates are exactly the same as in those
former cases.
