Thus much as to the incurable nature of the disease corruption: now as to
the extent given to its influence. Note the several classes which by
the very nature of their situation are subjected to the operation of it.
1. The several members of the legislature: with their will
and in the instance of every one of them every individual who has
or supposes himself to have any connections by the any adequate
tie of interest self-regarding or though it be his sympathetic interest.
2. The several connections in like manner of the Administrative Chief
himself.
3. The several he Ministers, heads of the several departments of
the Administration with their several clusters of connections, as
above.
4. All persons individuals who look entire to tie above Prince thereto as
to any one of the Sub Ministers, or to any of his Subordinates having
locative power with respect relation to official situations under them – those and
their several connections.
