§. 2. Powers in this State – their mutual relations
§. 2. Authorities State Authorities – their fields of action

Art. 1. These are The powers authorities that have place in this State are
the following these.
1. The Constitutive.
2. The Operative.
3. The Legislative
4. The Executive
5. The Administrative.
6. The Judiciary

Art. 2. The relations they bear to one another are these.

The Constitutive is essential superior to all the others. By it they
are created formed: by it they are distilized. According to By Under this Constitutive the Constitution belongs to the people. Who is Who these
are see below.

Art.3. The Operative is so stiled in contradistinction to
the Constitutive. By it is one or other of its two branches – is everything
done. By the Constitutive is everything is caused to be done.
By the Constitutive is everything judged of that is done: to the end that
what has been all done by one set of hands shall be better done by another.

Art. 4. The Operative is composed of the Legislative and the
Executive. With the exception of the Constitutive All power not exercised by the Legislative
is exercised by the Executive. Synonymous to The Operative
power is the power of government: say in one word – Government

Art. 5. The Executive is composed of the Administrative
and the Judiciary. All power not exercised by the Administrative Judiciary
Legislative or the Administrative is exercised
by the Judiciary.

Art. 6. By the Government is composed of the Legislative
and the Executive with the exception of the Judiciary:
that is to say of the Legislative and the Administrative.
